Best practices handbook in public descentralized cooperation

This handbook has 4 main objectives:

1. To establish a definition and position of Arco Latino within the dynamics of trans-national co-operation using public decentralised co-operation as a reference point.

2. To define a series of criteria for detecting good practice in the process of public decentralised co-operation and to analyse specific examples.

3. To create a specific methodological proposal for co-ordinating public decentralised co-operation initiatives that have been launched by local administrations located in different territories (including different states).

4. To draw together the methodological proposals from the perspective of local administration in the context of the new framework of relationships between the EU and the exterior, the activity of multilateral agencies and the instruments that exist for participating in these co-operation dynamics.
